Our Office » Clarence's Bio

Clarence Mingo's life and career have been about service to his country and his community. As Franklin County Auditor, Clarence is prepared to lead and to serve, as he always has.

A veteran of the United States Army, Clarence answered the call of service to his country, and served honorably with the coalition forces that liberated Kuwait during the 1991 Persian Gulf War.

Upon his return, Clarence attended The Ohio State University, where he earned his undergraduate and law degree in just over five years. Clarence then re-focused his commitment to service to his community as an attorney in private practice, helping to protect those citizens most in need. Clarence was appointed as a Guardian ad Litem, representing the interests of children in abuse, neglect, and divorce cases. He also volunteered for the Legal Aid Society of Columbus' Neighborhood Service's project.

In this capacity, Clarence was one of three attorneys who serviced indigent county residents with legal issues involving housing, public benefits, bankruptcy, expungements, civil protective orders, and custody matters. He also fought for funding in an effort to expand and further develop the project's reach and influence on the indigent population in Franklin County.

In 2007, the former Chief Justice of the Ohio Supreme Court, Thomas J. Moyer, appointed Clarence as a Commissioner in the Ohio Court of Claims. Clarence served as one of seven Commissioners with statewide appellate jurisdiction in victims of crime cases. Further, Clarence serves on the Franklin County Juvenile Court Advisory Board and is a former board member of the Central Ohio Association of Juvenile Lawyers. Clarence is a frequent CLE presenter to attorneys with a developing interest in child advocacy.

Clarence is ready to channel his efforts to a new endeavor - public service. He understands the important challenge of maintaining the fine operation of the Auditor's office that has been established under Joe Testa, and seeking new and innovative ways to expand the services of the office to each resident of Franklin County. A strong fiscal conservative, Clarence will look for ways to streamline county government, and always put the interests of taxpayers first.

As Auditor, Clarence ensures that Franklin County residents are offered the best public service in Fiscal, Real Estate, and Consumer aspects.

Clarence and his wife Angela married in 1992. They are the proud parents of Annalise, 4, and Ava, 3, Mingo. The family resides in New Albany, Ohio and look forward to greater opportunities for service.
